Deadline expires: Only 25 political parties including PML-N submit asset details to ECP

Election symbols will not be allocated to political parties failing to submit their asset details.

ISLAMABAD (Web Desk) – Only twenty five out of two hundred and eighty nine registered political parties have submitted details of their assets to the Election Commission of Pakistan on Saturday, Dunya News reported.
According to ECP, the ruling Pakistan Muslim League-Nawaz (PML-N), Pakistan Peoples Party (PPP), Jamiat Ulema Islam (JUI), Awami National Party (ANP), Awami Watan Party (AWP) and Jamaat-e-Islami were among the 25 parties that submitted details of their accounts and assets.
Other 264 political parties including Pakistan Tehreek-e-Insaf (PTI), Pakistan Awami Tehreek (PAT) and Pakistan Muslim League-Quaid (PML-Q) have not submitted their asset details.
On July 4, the Election Commission of Pakistan (ECP) had asked all political parties to file details of their assets by August 29.
Under Article 13 of the Political Parties Order, 2002, every political party was bound to submit to the Election Commission within 60 days from the close of each financial year a consolidated statement of accounts of the party, duly audited by a chartered accountant.
The Commission has clarified that political parties which fail to submit their annual statement of accounts in terms of Article 13 of the said Order or fail to submit the certificate with regard to intra-party election in terms of Article 12 of the said order shall not be entitled to obtain election symbols.

Fresh dialogue offer: Government ready to accept ‘overwhelming’ demands, says Nisar

ISLAMABAD: Signalling its readiness to accept even the ‘overwhelming’ demands of Pakistan Tehreek-e-Insaf (PTI) and Pakistan Awami Tehreek (PAT), the federal government on Friday renewed its invitation to the two parties for meaningful dialogue.
“We are ready to accept their [PTI and PAT’s] overwhelming demands,” Interior Minister Chaudhry Nisar Ali Khan said at a news conference in Islamabad.
The statement came with a caveat, however. “We are willing to accept all demands, as long as they lie under the government’s domain and the ambit of the Constitution.”

Talking to reporters, Nisar once again urged PTI Chairman Imran Khan and PAT chief Dr Tahirul Qadri to engage the government in talks. He assured them that guarantors could be brought in to implement any points agreed upon between the government and the protesting parties during a possible dialogue process.
Nisar hinted that the government may acquiesce to PTI and PAT’s demand, and remove some of the shipping containers blocking entry and exit routes in Islamabad. However, he said this would mean carrying out enhanced security checks at entry and exit points across the twin cities.
Both PTI and PAT have demanded the removal of containers from the capital and claim these roadblocks, rather than their sit-in protests, are causing inconvenience to the public.
Accusing PTI and PAT of violating their earlier written agreements with the Islamabad Capital Territory administration assuring they would not enter the federal capital’s Red Zone, the minister warned the heads of the protesting parties against disrupting law and order.
“Imran Khan and Tahirul Qadri will be held responsible in case of any untoward incident,” Nisar said. He added that he would send officials from his ministry to get this assurance from the chiefs of the two parties in writing.
The minister also warned that anyone who tried to force his or her way through security checkpoints and blockaders would be sternly dealt with by security forces.
Nisar once again cautioned PTI and PAT against serious security threats to their rallies. Quoting intelligence reports ‘from the highest military quarters’, he said two suicide bombers have already entered the capital.
The minister told reporters that he was against letting protesters enter the Red Zone. “Marchers [from PTI and PAT] were only allowed to stage sit-ins on Constitution Avenue because of Prime Minister Nawaz Sharif’s intervention,” he said.
He denied reports that the Islamabad inspector general (IG) was removed because he declined to obey government orders to stop protesters from entering the Red Zone. “The IG had applied for a leave a long time ago. It was only accepted now,” he said.
Nisar also said Premier Nawaz’s frequent meetings with his brother, Punjab Chief Minister Shahbaz Sharif, had nothing to do with the current political situation.
‘No magnetic ink in future’
During the news conference, Nisar claimed the idea of using magnetic ink in elections had failed and said no such ink would be used in future.
“This whole idea of using magnetic ink was wrong. It has never been used anywhere in any country. It was not used in any elections in Pakistan in the past nor will it be used it in the future.”
He claimed the ink only provided a brief window of time to verify thumb impressions. This window had already expired, he said.

Show of strength: PML-N workers rally in support of Nawaz

RAWALPINDI:  Workers of the Rawalpindi chapter of the Pakistan Muslim League-Nawaz (PML-N) made their presence felt on Saturday by taking out a rally on Benazir Bhutto Road to express solidarity with their embattled party leader.
The rally, which set off from the Rawalpindi Press Club and culminated at Committee Chowk, was attended by scores of party workers and local PML-N leadership. PML-N leader Hanif Abbasi led the rally.
“We are here to record our peaceful protest to express solidarity with Prime Minister Nawaz Sharif. We will not tolerate any illegal step from any quarter, including the protesters, to oust the government,” said PML-N city president Sardar Nasim, while addressing participants.
PML-N local leaders, including MNAs Malik Ibrar, Tahira Aurangzeb, Seema Mohiuddin Jameeli, MPA Raja Hanif, former MNA Haji Pervez Khan, Malik Shakeel Awan and Chaudhry Sarfaraz Afzal also participated in the rally.
PML-N activists were carrying banners and placards inscribed with slogans in favour of Sharif.
“How can an elected prime minister step down and give in to the so-called pressure of a handful of people,” asked Nasim.
He said it was their leadership’s positive gesture and sagacity that protesters were allowed to stage sit-ins in the Red Zone. “This doesn’t mean that they can go on packing up the whole system.”
When asked why the rally was organised after a lapse of seven days, he said the party leadership had restrained them from taking out protest rallies at this critical juncture. “But the workers pressured the local leadership to allow them to organise a peaceful rally.” Aurangzeb said the prime minister will not step down and will complete his five-year term.
“The entire nation is backing the prime minister so why should he resign,” she said, advising Imran Khan to focus on Khyber-Pakhtunkhwa, where his party is in power instead of demanding the prime minister to step down.
The garrison city is considered a stronghold of the PML-N. In the 2013 general elections, the party lost only one seat — NA-55 — where Imran Khan defeated Hanif Abbasi.

Separate rallies expose rifts within PML-N Rawalpindi

RAWALPINDI: Two rallies taken out separately by Pakistan Muslim League (PML-N)’s Rawalpindi chapter in favour of Prime Minister Nawaz Sharif exposed cracks within the party on Thursday.
PML-N City president Sardar Naseem, MNA Abrar Ahmed, MNA Tahir Aurangzeb, former MNA Malik Shakil Awan, former MNA Haji Pervaiz Khan, MPA Raja Hanif Advocate and Seema Jilani led one of the rallies.
The rally, consisting of over 400 PML-N workers, started at the local press club after holding a workers’ convention and ended at Committee Chowk.

On the other hand, former MNA Hanif Abbasi arranged another workers’ convention at the Rawalpindi Arts Council (RAC) auditorium and then led a rally from Shamsabad to Faizabad. More than 200 people attended the rally.
Apparently, the local PML-N leaders failed to end their differences even when the prime minister was in trouble due to the sit-ins in Islamabad.
The senior workers of the party complained that the local leaders, patronised by some federal ministers, were trying to win the support of the workers instead of showing unity and steer the party out of the crisis.
“These (rifts among the local leaders) are the main reasons the PML-N government failed to deliver during the last about a year. Chaudhry Nisar Ali Khan, Khwaja Asif, Pervaiz Rasheed, Hamza Shahbaz and others have formed their own groups in the party and instead of providing relief to the people are trying to control the party workers,” said Mohammad Shabbir, a senior PML-N worker from Satellite Town.
Another worker, Nisar Ahmed, from Purana Qila, said Sheikh Rashid was using bad language against the PML-N leadership and the local leaders were providing him an opportunity to garner the support of the citizens.
“Had these leaders worked for the workers during the last one year, not a single person would have gone to Islamabad to attend the sit-in of Imran Khan,” he said.
When contacted, Sardar Naseem said he had invited all the party leaders and workers to the convention at the press club but Hanif Abbasi arranged a separate rally.
“I don’t know the reason. Some people informed me about the sudden arrangement of the separate function when there was no need for it.” He added that the PML-N workers were very angry over the use of bad language by Imran Khan and his cronies against the prime minister and the chief minister Punjab.
He said the PML-N would hold a Jirga in the garrison city within two days to pass a resolution in favour of the elected government.
Meanwhile, during the rallies the PML-N workers chanted slogans in favour of Prime Minister Nawaz Sharif, Chief Minister Shahbaz Sharif and the army. The participants were carrying placards inscribed with slogans against Imran Khan and Tahirul Qadri.
The participants of the rallies asked the prime minister not to resign, vowing to protect the democratic system in the country. They said the sit-ins by Imran Khan and Tahirul Qadri had exposed their lust for power.

Stick wielding PML-N workers storm Shah Mehmooq Qureshi residence in Multan


MULTAN: Scores of danda wielding Pakistan Muslim League-Nawaz workers stormed residence of Pakistan Tehreek-e-Insaf senior leader and former foreign minister Shah Mehmood Qureshi here on Wednesday.

A large number of policemen rushed to the spot and tried to prevent the workers from entering the house of the PTI vice chairman.

Shah Mehmod Qureshi and the PTI have condemned the attack.

PML-N likely to protest PTI, PAT sit-ins

PESHAWAR: The Pakistan Muslim League-Nawaz is likely to take to streets in the provincial capital to protest the Pakistan Tehreek-i-Insaf and Pakistan Awami Tehreek rallies in Islamabad against the federal government.
“Our workers are forcing us to allow them to block Peshawar roads to counter the Azadi and Inqilab marches in Islamabad but we have strictly asked them to remain peaceful,” PML-N provincial spokesman Nasir Khan Musazai told Dawn on Wednesday.
Musazai said his party did not like to stress out the public by closing roads as that would be extremely immature political move. He said his party believed in negotiations, dialogue and arguments and not in violence.
The PML-N leader said the decision to plan any counter strategy would be taken with prior approval of the central leadership and that the suggestions of the provincial council on the matter would be conveyed to the central leadership for approval.

PML-N Lawyers Forum asks SC to take suo moto notice

PESHAWAR: The Pakistan Muslim League-Nawaz (PML-N) Lawyers Forum in Khyber Pakhtunkhwa here Monday through a resolution condemned the Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan’s announcement of civil disobedience and demanded the Supreme Court to take suo motu notice of the unconstitutional demands of the PTI and Pakistan Awami Tehreek (PAT).

The PML-N Lawyers Forum called a meeting at the Peshawar Bar that was attended by its provincial president Alamzeb Khan, senior vice president Atif Khan, vice presidents Jamroz Khan and Sher Bahadur Khan, Information Secretary Abdul Aziz and others.

The PML-N Lawyers Forum through a resolution condemned the announcement of the civil disobedience movement and asked the SC to take suo motu notice of the unconstitutional demands of PTI and PAT and provoking workers to kill the prime minister and chief minister of Punjab as they are liable to be booked under criminal charges.

PML-N KP Lawyers Forum president Alamzeb Khan told the PML-N leadership that the party’s lawyers and workers were waiting for its call as they were ready to take to the streets against the PTI and PAT to end their nefarious designs against the democratic system. He said the PTI chief was accomplishing foreign agenda to destabilise the democratic system and spread anarchy in the country.

PML-N to discuss no-confidence move against KP CM

 
ISLAMABAD: PML-N members of the KP provincial assembly will requisition the assembly session on Tuesday.
Saleh Muhammad, PML-N MPA from Mansehra, told The News that PML-N after requisitioning assembly session would also discuss the option of moving a motion of vote of no-confidence against the KP chief minister to preempt any attempt of dissolution of provincial assembly by Pervez Khattak. However, there are very little chances of dissolution of the assembly as PTI want to continue enjoying power in any case.

PML-N MPAs told The News that more than a dozen KP MPAs from PTI would never resign even if Imran Khan decided to take this suicidal step.These MPs said that if any number of PTI MPAs decided not to resign, the defection clause would not be applied on them.

They said that under the Constitution, process for disqualification of any MP under defection clause was initiated by the parliamentary leader of that party but as PTI would have resigned, there would not be parliamentary leader and thus those PTI MPAs who will not resign will continue in the provincial assembly till completion of its five years term.

اسلام آباد (مانیٹرنگ ڈیسک) وزیر اعظم نواز شریف کی جانب سے پاکستان تحریک انصاف اور پاکستان عوامی تحریک سے مذاکرات کرنے کے لئے پانچ وزراءپر مشتمل معاون مزاکراتی کمیٹی قائم کر دی گئی ہے۔ یہ کمیٹی عبدالقادر بلوچ، عرفان صدیقی، اکرم درانی، احسن اقبال اور خواجہ سعد رفیق پر مشتمل ہے۔ کمیٹی کو اختیار دیا گیا ہے کہ دھرنے دینے والی دونوں سیاسی جماعتوں کے علاوہ دوسری سیاسی جماعتوں سے بھی رابطہ کرے۔ قریبی ذرائع نے یہ بھی دعوی کیا ہے کہ یہ کمیٹی قومی اسمبلی میں اپوزیشن لیڈر خورشید کی طرف اعلان کردہ مذاکراتی کمیٹی کی بھی معاونت کرے گی۔ دوسری جانب یہ کمیٹی آج ہی مذاکرات اور سیاسی رابطوں کا آغاز کرے گی۔

اس سے پہلے عمران خان نے آزادی مارچ کے شرکاءسے خطاب کرتے ہوئے وزیر اعظم نواز شریف کے مستعفی ہونے تک سول نافرمانی کی تحریک چلانے ، ٹیکس اور تمام قسم کے یوٹیلٹی بلز ادا نہ کرنے کا اعلان کیا تھا۔

ISLAMABAD: A high-level meeting summoned by Prime Minister Nawaz Sharif ended at the Prime Minister House, during which Imran Khan's demands were rejected and termed as 'illegal' and 'unconstitutional.'
The meeting was attended by key federal ministers and leaders of the Pakistan Muslim League - Nawaz (PML-N) and discussed the country's prevailing situation in context of sit-ins called by the Pakistan Tehreek-i-Insaf (PTI) and Pakistan Awami Tehreek (PAT).
After the meeting a spokesperson of the Prime Minister House said that "Imran Khan through his demands, which were unconstititional, wanted confrontation with the government."
The spokesperson severely criticised the 'civil disobedience movement' launched by the PTI chief and termed it as being against the state of Pakistan.
Credible sources told Dawn that Prime Minister Nawaz Sharif had instructed Federal Interior Minister Chaudhry Nisar Ali Khan to beef up security of key government installations situated in and around Constititional avenue in the federal capital city, which is now known as Red Zone area.
The federal interior minister was also advised that security of government installations should be ensured at all costs and those violating the law should be dealt with iron hands.

PML-N hints at going beyond SC commission to resolve crisis



LAHORE: The ruling PML-N has indicated that it may go beyond the Supreme Court’s judicial commission in an effort to resolve the political crisis. At the same time, mediators are urging the prime minister to come up with a complete negotiations package.
The government contacted Jamaat-i-Islami Emir Sirajul Haq, who is mediating between the PML-N and the Pakistan Tehreek-i-Insaf, and asked him to expedite his efforts because of fears of a terrorist attack on the sit-in in Islamabad.
Leader of Opposition in the Punjab Assembly and member of the PTI’s core committee, Mian Mahmoodur Rashid, said that Punjab Governor Chaudhry Mohammad Sarwar had assured him that the government would consider PTI’s demands if the party withdrew its call for resignation of the prime minister.
Mr Rashid claimed to have declined the offer and told the governor that the matter was now in the court of the masses.
Dawn has learnt that JI leaders have advised the prime minister to give more concessions to the PTI.
Prime Minister Nawaz Sharif has already announced formation of a judicial commission comprising three judges of the Supreme Court to investigate the PTI’s allegations about rigging in the 2013 general elections.
A JI leader claimed that the government had hinted at accepting the PTI demand for a vote audit in 10 constituencies and re-election on seats where irregularities were found and had offered a constitutional amendment for electoral reforms.
Although relieved at what it terms the small turnout of protesters, the government is worried about chances of prolonging the sit-in by the PTI and the Pakistan Awami Tehreek (PAT) because it is receiving daily alerts from intelligence agencies about threats of terrorist strikes in Islamabad.
Fearing that the situation may go out of control if any untoward incident takes place in the federal capital, the government is urging the mediators to step up their efforts.
Interior Minister Chaudhry Nisar Ali Khan is reported to have urged Mr Sirajul Haq to rush to Islamabad. The JI emir, who was leading a Gaza ‘million march’ in Karachi on Sunday in support of the people of Palestine, planned to reach Islamabad by night.
On the PAT front, however, the government is mostly relying on the people who had guaranteed that Dr Tahirul Qadri would return to Lahore after holding a peaceful protest in Islamabad.
The Punjab governor, one of the guarantors, is reaching out to leaders of the school of thought Dr Qadri belongs to for exerting their influence on the fiery cleric. He called Sarwat Ijaz Qadri, chief of Sunni Tehreek, on Sunday and asked him to use his good offices and persuade the PAT chief not to take the matter to a point of no return.

No concrete efforts are being made to break the impasse which is getting more complicated with every other speech of Imran Khan in Islamabad.
The show of Imran Khan and Tahirul Qadri is going successful in the federal capital with thousands of their activists demanding resignation of Prime Minister Nawaz Sharif and his cabinet despite the fact that the collective number of both gathering is less than a million. It couldn’t become a million march so far yet Imran has remained successful in building up pressure on the government.
With the new warning of Imran Khan to the government the situation has become even more complicated. The PTI is not only standing at the point of no return but advancing towards the extreme degree. Hours after Interior Minister Chaudhry Nisar Ahmed’s warning to the PTI and PAT to stay away from the Red Zone, Imran during his third address to the sit-in warned the government that the PTI could enter the Prime Minister’s House. “Mian sahib (Nawaz Sharif), you do not remain in any misunderstanding we can enter the red zone and the parliament anytime.” Imran also invited Ch Nisar to quit PML-N and join PTI listening to the voice of his inner self.  
In a political leap a confident Imran has said ‘prime minister Imran Khan’ in a clear indication to the ‘hidden hand’s support’ for the PTI against the PML-N government. This reflects something bad in the air of Islamabad.      
On the other hand, PAT chief Tahirul Qadri, who keeping in view good response from his workers number has started using the word of ‘million inqilab march’ instead of ‘inqlab march’. In his address to workers on Saturday, he announced his 10-point charter of demands. First three demands are regarding premier his cabinet’s resignation. Qadri’s demands also seem unpractical same as the demands of Imran Khan. He rejected the idea of midterm elections and demanded establishment of a national government.
Another problem for the government is the stance of Jamaat-e-Islami chief Sirajul Haq, who is also mediating talks between PML-N and PTI. The statements and body language of Haq are quite favourable to Imran Khan showing JI’s tilt towards the agenda of Imran.
“We only differ to Imran in his procedure while the demands are quite suitable to ours. It’s time for the government to come a step back and give sacrifice,” he stated while talking to media.
Nawaz called a meeting of his cabinet members to brainstorm the way out to the increasing stalemate. However, the government remained unable to come up with a solution to the deadlock. It seemed the formula, framework and strategy is nowhere to resolve the issue. The mediating party has changed its stance and starting showing sympathy with PTI in a clear indication for worsening situation for the PML-N.
Now PML-N cannot rely on the JI chief but the support of the PPP because former president Asif Zardari was supporting the Nawaz regime right from the beginning. The National Assembly session is on Monday and the PML-N still has a chance to muster up more support from other political parties to come out of this mega political standstill.
The military leadership must act wisely and avoid any political adventure listening good lesson from the military coup of history, which did not allow the political institution of Pakistan to flourish in the country. General (r) Ashfaq Kayani was very wise and with a single line statement in support of democratic forces he used to clear his stance and avoid ambiguities under such confusing situations. When Zardari went to Dubai and the country was in dark there were rumours in the air but Kiyani did not intervene.
It is hoped that the present military leadership would act wisely and help establish the supremacy of constitution.
The PML-N should also learn a lesson from this episode and mend its ways by shunning away the ‘political dynasty’ rule. The ruling party must focus on the real issues instead of focusing on a few projects for the popularity of their party alone.
